Paint acts like a sealant, protecting your house from moisture. If one were to apply paint over a moist surface, it traps the moisture in. Eventually this can cause the paint to bubble and peel or create mold underneath which leads to rot. For a lasting quality finish, it is better to wait for a dry surface.
